Hmm, they're both the leading commanders of their master's main attack force. Ginyu has his body changing ability, so unless Salza is aware of this ability, then I would have to give the advantage to Ginyu since he's definitely no slacker by any means. If it weren't for Goku's training, he wouldn't have stood a chance against Ginyu.
ginyu is very tactical and has great hand to hand skills too as well as long range so i would give the edge to ginyu though it would not be easy
