i think the pen and the sword are two sides of the same coin. the pen brings forth the sword to act just as the sword brings the pen to write

I agree that the two are intertwined in a sense. However I think their effects depend on the situation in which they're used.

To take a rather drastic situation as an example:
Say there's someone you wanted to eliminate as your opponent (in work, in life, whatever it may be). In this instance, it's more beneficial for "the pen is mightier than the sword" to come into play. With the right connections and the right words, you can take someone down--belittle, shame and destroy--with little to no repercussions. You come out on top, and they have fallen.
To have used an "actions speak louder than words" ethic in this instance would have meant perhaps physical action--which would have negatively affected both of you, regardless of how serious the act was or not. Maybe you would have come out on top, but not without taking a few "hits" of your own--be it to your reputation or physical presence.

On the other hand, you could take a situation where you promise someone you'll do something. You could promise again and again--but your words would slowly become empty if you failed to act upon them. This is where "actions speak louder than words" would be more applicable. In any situation, really, where actions will garner favor and lack bad repercussions is where that ethic would apply most. Another example may be when you want to do something for someone: Maybe you want to tell them you love them, or that you respect them--but maybe you tell them that a lot and perhaps they don't believe it (who knows?). Here is, again, where your actions would speak louder.

I think, to summarise, in cases of rivalry "the pen is mightier than the sword" applies more accurately. And, alternatively, in cases of affinity "actions speak louder than words" applies. Both are just as strong, so long as they are applied in the right situations--in the right way.

If one follows the news, it becomes clear that; when the pen fails, the sword gets drawn from the scabbard.
