Shonen means manga and anime aimed primarily at pre-teen and teenage boys (e.g Dragon Ball), while Kodomo means manga and anime specifically created for children regardless of gender (e.g Doraemon).

So, I think it's a combination of the two. While the target audience is children, it appeals to the masses of the larger audience, especially with competitive battling and tournaments. It's Kodomo because it appeals to all children, regardless of gender (That's the reason why Pikachu was chosen to be the Mascot as opposed to Clefairy). Pokemon does have it's dark moments and some media can be see as not apporiate for children (cause as decaying Pokemon in Pokemon Adventures, Charmander screaming after being bitten by Squirtle in Pokemon Origins, Pokemon Hunter J die at a gruesome death in Pokemon Anime, Lyandre literally want genocide to save the humans in Pokemon X and Y).

So, in my opinion, it's both but gears towards Shonen.

Personally, I think it's both. I think that Pokemon is intended for children but older audiences can see a bit of a more mature side of Pokemon. Pokemon, due to it's type of creatures, animation, and characters, appeals to younger audiences. The only thing that can really catch the attention to older audiences is possibly the plot/story. Again. I love Pokemon for countless reasons but I'm not an expect...even tho' I wanna be.

It feels to be both shonen and kodomo.

Its audience began to be aimed at kids, but it's grown to have plot elements in both the game and show that also are aimed at older audiences.

I believe Black and White (2?)was the first game before X/Y to have an antagonist/true boss that intends on killing the player. X/Y's villain intended on killing everyone except its own group.
Cyrus arguably has the same dark ideal, only he wishes to be on the pedestal of a god.

Not to mention the mythos behind Lavender Town's Marowak, Korrina's Lucario going berserk trying to actually kill Pikachu (which likely is going to be banned or censored in America), the death of Celebi, the concept of Yvetal being a personification of Death, etc.

So while Pokemon retains its cutesy nature for kids of all ages to enjoy, competition features were also implemented to attract an older audience that wished to show off their skills in-game in addition to the more darker themes integrated into the game's plot and characters that takes a bit of reading into it and thinking more of the villain's intentions other than just causing trouble for the player and their allies.

Lately I see more 12 and up players than the 7 and up kind of audience, since this decades' kids are into those FPS games.

I'm torn between whether it's more kodomo than shonen, or if it's equal.

Pokemon feels more like a Yugioh kind of thing. There's way more dark stuff than the censoring allows.
