Default Japan school cancels student exchange with U.S. city over memorial to Comfort Women

A high school in western Japan has canceled a student exchange program with its U.S. sister city following a disagreement over a memorial dedicated to World War II "comfort women."

The school in Higashiosaka, Osaka Prefecture, was planning to send six students to Glendale, California for home stay and exchange with local high school students for two to three weeks but decided to cancel the plan, saying its students could be at risk.

Nisshin Senior High School has been annually sending students to Glendale since 1996. The student exchange has become the only sister-city exchange program between the two cities in recent years, according to the local education board.

In July, Higashiosaka city officials sent a letter of protest to Glendale after it posted a statement on its website that said each of its sister cities has "expressed an interest in developing a monument or memorial" within the park space, where a bronze statue of a woman in traditional Korean clothing was installed as a representation of Korean women forced into sexual slavery by the former Japanese military.

The statement also said a maintenance fund will be established to cover the cost of any general maintenance and any vandalism or graffiti removal, and the fund will ensure that all maintenance costs related to sister cities monuments or memorials are covered by Glendale's sister city partners.

Higashiosaka Mayor Yoshikazu Noda said in the protest letter that the city has never expressed such interest, nor has it given any consent to shoulder the expenses for the establishment of the fund.

The Glendale city website currently has a post on its rumors and corrections page that says, "Each Sister City Association will be required to provide maintenance and upkeep to only their individual memorials/monuments," correcting the rumor that "All sister cities are expected to pay for the maintenance and upkeep of all memorials."

Glendale's six sister cities also include the South Korean cities of Goseong and Gimpo.

The Koreans are at it again. Wondering why this is not at Sancom. They are usually the fastest when coming into this kind of news.
